The following page describes actions taken during 2012 regarding multilateral treaties.
On November 27, 2012, the
General Secretariat received from the
Republic of Colombia
Note GACIJ No. 79357, through which it
denounces the American Treaty on Pacific
Settlement (Pact of Bogotá), pursuant to article
LVI of the said treaty. The following OAS States
are parties to the Pact of Bogotá: Bolivia,
Brazil, Chile, Colombia, Costa Rica, Dominican
Republic, Ecuador, Haiti, Honduras, Mexico,
Nicaragua, Panama, Paraguay, Peru and Uruguay.
The Pact of Bogotá was adopted on April 30, 1948
at the Ninth International Conference of
American States, and has been denounced
previously by El Salvador on November 24, 1973.
On November 16, 2012, Chile
informed on the designation of the “Ministerio
de Relaciones Exteriores” as the Central
Authority for the purpose of the Inter-American
Convention Against Corruption.
On October 17th, 2012, the
General Secretariat received
Note GM0-DGAJ-UAJ from the Estado
Plurinacional de Bolivia, by which said
country denounced the Inter-American Treaty of
Reciprocal Assistance (Rio Treaty) in accordance
with article 25 of said Treaty
On September 20, 2012, the
General Secretariat received Note MPN-OEA
00125/09/2012 from the Republic of
Nicaragua, by which said country
delivered the
instrument of denunciation of the
Inter-American Treaty of Reciprocal Assistance
(Rio Treaty) in accordance with Article 25 of
said Treaty. The following OAS member states are
parties to the Treaty: Argentina, Bahamas,
Bolivia, Brazil, Chile, Colombia, Costa Rica,
Cuba, Dominican Republic, Ecuador, El Salvador,
Guatemala, Haiti, Honduras, Nicaragua, Panama,
Paraguay, Peru, Trinidad and Tobago, United
States, Uruguay and Venezuela. The
Inter-American Treaty of Reciprocal Assistance
(Rio Treaty) was previously denounced by Mexico
on September 6, 2002.
On September 10, 2012, the
General Secretariat received note 000125 from
the Bolivarian Republic of Venezuela,
in which it announces its decision to denounce
the American Convention on Human Rights in the
terms established in
said Note and in accordance with Article 78
of the Convention. The American Convention on
Human Rights entered into force on July 18, 1978
in accordance with article 74. 2 of the
Convention. The following OAS member states are
parties to the Convention: Argentina, Barbados,
Bolivia, Brazil, Chile, Colombia, Costa Rica,
Dominica, Dominican Republic, Ecuador, El
Salvador, Grenada, Guatemala, Haiti, Honduras,
Jamaica, Mexico, Nicaragua, Panama, Paraguay,
Peru, Suriname, Uruguay and Venezuela. The
American Convention on Human Rights was
previously denounced by Trinidad and Tobago on
May 26, 1998
On August 30, 2012, Colombia
reported by note
MPC/OEA No.1349/2012 the appointment by the
Foreign Ministry of the "Procuraduría General de
la Nación" as the central authority for the
purposes of the Inter-American Convention
against Corruption with the other entities that
have been designated in the past.
On August 17, 2012, Saint Vincent and
the Grenadines deposited the
instrument of ratification to the
Inter-American Convention Against the Illicit
Manufacturing of and Trafficking in Firearms,
Ammunition, Explosives, and Other Related
Materials.
On July 13, 2012, Ecuador
informed on the designation of the "Sr.
Contralmirante Gustavo Páez Guamán - Director de
Logística y el Sr. Coronel Washington Buñay
Guevara - Jefe del Departamento de Control de
Armas del Comando Conjunto de las Fuerzas
Armadas" as the Central Authority for the
purpose of the Inter-American Convention Against
the Illicit Manufacturing of and Trafficking in
Firearms, Ammunition, Explosives, and Other
Related Materials.
On July 13, 2012, Ecuador
informed on the designation of the "Doctor Galo
Chiriboga Zambrano - Fiscal General del Estado"
as the Central Authority for the purpose of the
Inter-American Convention on Mutual Assistance
in Criminal Matters.
On July 13, 2012, Ecuador
informed on the designation of the "abogado
Jorge Luis Cáceres - Consejo Nacional de la
Niñez y Adolescencia (CNNA)" as the Central
Authority for the purpose of the Inter-American
Convention on Support Obligations, the
Inter-American Convention on International
Traffic in Minors and the Inter-American
Convention on the Return of Children.
On July 13, 2012, Ecuador
informed on the designation of the "Dirección de
Asuntos Jurídicos Internacionales del Ministerio
de Relaciones Exteriores, Comercio e Integración"
as the Central Authority for the purpose of the
Inter-American Convention on Letters Rogatory,
the Additional Protocol to the Inter-American
Convention on Letters Rogatory, Inter-American
Convention on the Taking of Evidence Abroad and
the Inter-American Convention on Proof of and
Information on Foreign Law.
On April 12, 2012, Perú
informed on the designation of the "Fiscalía
de la Nación - Unidad de Cooperación Judicial
Internacional y Extradiciones" as the
Central Authority for the purpose of the
Inter-American Convention on Mutual Assistance
in Criminal Matters.
On March 14, 2012, Costa Rica
deposited the instrument of ratification to the
Inter-American Convention on Mutual Assistance
in Criminal Matters.
On March 14, 2012, Uruguay
deposited the instrument of ratification to the
Inter-American Convention on Mutual Assistance
in Criminal Matters.
On January 27, 2012, Dominican Republic
deposited the instrument of accession
to the Protocol to the American Convention on
Human Rights to Abolish the Death Penalty.
On January 27, 2012, Dominican Republic
deposited the instrument of ratification to the
Inter-American Convention on Conflict of Laws
Concerning the Adoption of Minors.
