Dr. Murray, a distinguished diplomat from the Republic of Argentina, began his prestigious career in the OAS General Secretariat in 1969 as the Assistant Director of International Commerce and Chief of CECON in the Department of Economic and Social
Affairs.
In 1990, the then Secretary General designated him to head up the International
Commission of Support and Verification for Nicaragua which had been created by the
presidents of Central America. His administration of that mission over a three-year period was, without a doubt, a decisive contribution to the process of national reconciliation
and the consolidation of peace in Nicaragua.
Upon his return from Nicaragua and until his retirement in 2008, Dr. Murray served
as Principal Advisor in the Unit for the Promotion of Democracy (UPD) at OAS Headquarters in Washington, D.C., providing distinguished and tireless leadership to electoral observation missions in
multiple OAS Member States. Also worth mentioning is his meritorious work in the implementation of technical
cooperation projects to strengthen civil registries and municipal governments as well as in the modernization of
electoral institutions and automation of vote counts.
Dr. Murray will always be remembered as an exceptional international civil servant who, through his good
works, improved democracy in OAS Member States
