What is bullying? Bullying is not just any mean behavior. It's when someone keeps being mean to someone else on purpose, and the person it's happening to hasn't been able to make it stop. It's unfair and one-sided. There are many forms of bullying, and even though statistics show there is a decline in bullying, there is still a long way to go.
