  • National Commitments included in the Mexico Plan of Action (REMIC-II/doc. 4/04 Rev. 4 cor. 2)

    In preparation for the II Meeting of the Inter-American Commission on Culture (CIC), OAS Member States were requested to report on the state of progress in compliance with the commitments made during the II Inter-American Meeting of Ministers and High Authorities fo Culture held in Mexico City in August 2004 and included in the Mexico Plan of Action.

    In relation to the National Commitments the Mexico Plan of Action reads as follows:
    1. The States will conduct studies to analyze the economic impact of culture, in areas such as the music industry and cultural tourism associated with cultural heritage, festivals, and the arts, among others, and will deliver the studies to the CIC. The CIC must report the results of these studies at the Third Meeing of Ministers of Culture with recommendations regarding Inter-American cooperation activities in this field.
    2. States will work on the development of cultural indicators that can measure the contribution of culture to the economic and social development of countries from the hemisphere, in particular regarding the fight against poverty and job creation; and they will share these results through the CIC to advance cooperation in this field.
    3. Urge Member States to consider support mechanisms for job creation in the cultural sector through horizontal cooperation pilot projects designed to build administrative and commercial capacities, and to report the initiatives in the next Ministerial Meeting of Culture.
    4. Urge the States to formulate educational and cultural policies and programs that will guarantee an environment in which creative expressions and cultural industries can flourish and where our populations, particularly young people, can strengthen their identities. Likewise, urge the States to take action for the formation of audiences through the stimulation of artistic creativity. The States will report on this programs at the next Ministerial Meeting in 2006.
    5. Intensify the Inter-American cooperation in the identificaton, documentation, conservation and appreciation of movable and immovable cultural resources, vulnerable to looting, illicit trafficking and the illegal possession of cultural objects, through existing mechanisms including bilateral and mulitlateral treaties and agreements. An integral part of meeting the goals of these agreements are efforts to train professionals dedicated to heritage conservation and enforcement of the law, at the national and regional level, as well as public education programs.
    6. Design and implement public policies or programs aimed at educating and promoting the understanding of our peoples regarding the benefits of intellectual property; as well as the enhancements of traditional knowledge and popular culture and folklore and recognize the work that has been done by the World Organization of Intellectual Property in this area.
    7. Continue strengthening periodic consultation mechanisms, through the pertinent OAS organs, to ensure the active participation of civil society in decisions regarding cultural policies and in the implementation of strategic programs at the hemispheric level.
    8. The States must report their activities related to the elements contained in this Plan of Action to the Technical Secretary six months before the next Ministerial Meeting in 2006, according to the guidelines that will be prepared by the CIC.
