Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

The OAS has discussed for several years the real estate issue, the funding required for maintenance and repairs, as well as the deferred maintenance of its historic buildings. Embajador, de veras, Muchas gracias. A todos ustedes muchas gracias por
estar aquí, por haber traído sus ojos y sus cabezas, su imaginación, su
memoria.
Y al Embajador … por recordarme, cómo uno va decidiendo su destino por azar.
Mentira que uno decide, Embajador. Hay cientos de agujas que van decidiendo
por nosotros. Elegir siempre es abandonar y muchas veces elegimos porque no
queda más remedio, muchas veces elegimos con toda claridad. Eso no solamente
las mujeres sino los hombres. Pero con más certeza las mujeres porque todavía
nos tocó estar educadas en un mundo donde se suponía que alguien iba decidir
por nosotras.
Entonces, empezó siendo muy difícil saber a dónde iba yo. Esta clarísimo que
fui primero a hacer periodismo y después, bueno, fui a estudiar sociología,
estudiando sociología me quedó claro que nunca iba estar yo aquí entre ustedes
así que más vale que me imaginara las cosas.
Fui estudiar periodismo y entonces, ahí mi papá me había hecho el nefasto a
favor de morirse, entonces tenía que trabajar y hacía yo muchas trampas.
Entregaba las tareas de reportaje y entrevistas … las inventaba. Hasta que
tuve un maestro de literatura que era escritor. Entonces me dijo, “Esto lo
inventaste! Esto no lo reporteaste!”. Había yo ido entrevistar un gobernador.
Dos cosas le entregué: una vez entrevistando a un gobernador describí su
oficina. Era un gobernador inaccesible! Pero de todas maneras, yo … y después,
escribí un choque del que todos mis compañeros habían descrito los coches, los
choques de sus casas, su esquina. Yo conté de uno en la carretera donde se
moría gente, hasta unos borregos se murieron! Entonces él se dio cuenta y me
dijo -¿por qué no estudia literatura? Yo le dije que era imposible. Yo no
podía estudiar nada más que esto.
Y entonces pedí la beca en Centro Mexicano de Escritores, por recomendación
suya y me la dieron porque yo era fantasiosa y conté una novela que nunca pude
escribir. Es verdad que mis profesores eran Juan Rulfo y Salvador Elizondo .
Juan Rulfo que era absolutamente accesible y cariñoso decía siempre: “a mi me
encantó lo que escribió María de los Ángeles”. Nunca decía por qué y tenía
razón. Y Salvador Elizondo siempre decía “eso ya lo hizo Joyce mejor”.
Entonces yo pasé diez años más no escribiendo un libro. Me dediqué entonces
hacer periodismo y a tener la certeza de que esto de hacer literatura era muy
difícil y yo no lo iba hacer nunca.
Hasta que una noche en la casa justo de Alejandra Moreno Toscano, la hermana
de Carmen con quien me dio mucho gusto encontrarme ahora, yo le platiqué a
Sergio Pitol esta novela y él le dijo a mi conyugue de esas épocas, “oye, ¡qué
novela escribió Ángeles!”
