OAS-White Helmets Initiative Mandates

   • AG/RES. 1403 (XXVI-O/96): The General Assembly of the OAS, Recognizing “That execution of this initiative can contribute actively to alleviating critical situations of hunger and poverty wherever they appear in the Hemisphere and assisting populations affected by natural or man-made disasters;”

    • AG/RES. 1463 (XXVII-O/97): The General Assembly of the OAS Resolved, “To approve the Plan for Implementation of the White Helmets Initiative within the Organization of American States;”

    • The White Helmets Initiative makes up part of the purposes and principles established in the Charter of the OAS and, as such, has been endorsed by the General Assembly of the OAS through the following Resolutions and Declarations: AG/RES. 1351 (XXV-O/95), AG/RES. 1403 (XXVI-O/96), AG/RES. 1463 (XXVII-O/97), AG/RES 2018 (XXXIV-O/04), AG/DEC. 45 (XXXV-O/05), AG/RES. 2165 (XXXVI-O/06), AG/DEC. 55 (XXXVII-O/07), AG/RES. 2372 (XXXVIII-O/08), AG/RES. 2558 (XL-O/10) and AG/RES. 2704 (XLII-O/12).

    • AG/RES. 2165 (XXXVI-O/06) specifically urges the OAS General Secretariat and Member States to: (i) reaffirm its support for the White Helmets Initiative as one of the valuable mechanisms in the Hemisphere for risk management and fighting hunger and poverty, (ii) continue its support for the development of the White Helmets Initiative, and (iii) take note of the establishment of the Regional Humanitarian Volunteer Corps Network and its future use as a valuable tool for risk management and fighting hunger and poverty in the Hemisphere.
