OAS PERMANENT COUNCIL ELECTS SALVADORAN MARÍA SILVIA GUILLÉN COMMISSIONER OF IACHR

During a regular session of the Permanent Council of the Organization of American States (OAS) today, María Silvia Guillén, of El Salvador, was elected as the newest member of the Inter-American Commission on Human Rights (IACHR). The Central American lawyer will occupy the position until December 31, 2011, replacing Commissioner Florentín Meléndez, who recently renounced his post.

María Silvia Guillén, who received the votes of 19 OAS Member States, graduated from the program of Legal Science of the University of El Salvador in 1977.

Guillén is Executive Director of the Salvadoran Foundation for the Study and Application of Law (FESPAD), a human rights organization founded in 1988 that she has directed since 1999 and is at the heart of her professional activities.

María Silvia Guillén also acts as Deputy Magistrate of the Central American Court of Justice, a regional body of the Central American Integration System (SICA).

Furthermore, Guillén is a member of the Working Commission on Human Rights and the Historical Memory of El Salvador, which seeks the rights of victims of human rights violations during El Salvador’s internal armed conflict. In addition, she is a member of the Salvadoran Coalition for the International Criminal Court (CSCPI).

Beginning in 2009, Guillén was named member of the Executive Council of the National Academy of Public Safety, which is responsible for police training in El Salvador, an academic position she earned for her leadership role in civil society.
