OAS AND UN WORKING TOGETHER TO ENSURE ELECTIONS IN HAITI

The Organization of American States (OAS) and the United Nations (UN) are cooperating closely to ensure that Haiti can hold free and fair elections in 2005, the OAS Acting Secretary General, Luigi R. Einaudi and the Chief of the UN Stabilization Mission in Haiti (MINUSTAH), Juan Gabriel Valdés, said today.

Speaking to the OAS Permanent Council, Valdés said he is optimistic about recent developments in Haiti, particularly the improvement in the security situation and the progress toward a national dialogue. “Haiti needs support to recover confidence in itself,” Valdés said. “Haiti has suffered a lot in recent years.”

OAS officials briefed the Permanent Council on the work being done to coordinate voter registration, the central responsibility of the OAS under an OAS-UN Memorandum of Understanding signed in November. They said the goal is to create a trustworthy electoral registry that would later provide the framework for a much-needed national civil registry.

Einaudi noted that the electoral effort in Haiti, which has already received substantial contributions from the United States and Canada, still has a shortfall of some $10 million. He appealed to member states and permanent observers for additional contributions, noting the challenge of organizing elections “in the absence of a functioning state.”

In addition to the electoral assistance project, the OAS Special Mission in Haiti is supporting the strengthening of human rights organizations and the judicial system, the vetting of Haitian National Police applicants and a management training program designed to strengthen state institutions.

During the Permanent Council meeting, chaired by Ambassador Manuel María Cáceres of Paraguay, diplomats from several member states noted that the process of strengthening democracy in Haiti requires elections that would be inclusive of all political parties. They said Haiti also needs support to ensure respect for human rights and to educate citizens in democratic principles in order to ensure post-electoral success. Several ambassadors were pleased by evidence of OAS-UN cooperation and noted the critical presence of Western Hemisphere nations in addressing the problems of Haiti.

Both Einaudi and Valdés will participate in a meeting tomorrow of the UN Security Council, which is under Argentina’s presidency, to discuss the situation in Haiti.
