Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

According to the resolution AG/RES. 1 (XLVII-E/14), the General Assembly instructs the Permanent Council, through its operative paragraph 3, the establishment of "an ad hoc working group to prepare, in conjunction with the Secretariat, the plans mentioned in operative paragraph 2.a of this resolution, incorporating the mandate prioritization process."
Operative paragraph 2.a: "Preparation of a comprehensive strategic plan of the OAS.Develop a four-year comprehensive strategic plan with work plans for each of the four pillars, and for administration and institution-building, taking into account, inter alia, the guidelines set out in Annex II. These plans should be based on criteria of interdependence, level of impact, viability, value added, non-duplication, and financial sustainability."
