INTER AMERICAN DEFENSE COLLEGE VISITS THE OAS

Some 70 military representatives of armed forces from around the hemisphere visited the Organization of American States (OAS) in Washington to examine the role the Organization plays in the region on issues such as democracy, human rights, the fight against drugs and security.

The 44th class of the Inter-American Defense College was welcomed on April 28 by Irene Klinger, Director of Communications and External Relations, who spoke about the history and priorities of the Organization, as well as of the current challenges in the social, political, and economic areas in the hemisphere. A discussion took place addressing the tremendous poverty levels in the hemisphere, the need for opportune action to prevent the break of the constitutional systems in countries, and the importance of advancing in the development of the social charter. The up-coming Fourth Summit that will be dedicated to the theme of Generating Employment to Confront Poverty and Strengthen Democratic Governance was also discussed.

In his remarks, Raul Lago, Director of the Office for the Prevention and Resolution of Conflicts, described the development of instruments available to the Organization and Member States to promote democracy, including Resolution 1080, and the Inter-American Democratic Charter. An exchange took place with the participants on the latest events in Ecuador, Belize, and Nicaragua.

Mario López, Human Rights Principal Specialist presented the work of the Commission and some of the challenges facing the protection and promotion of human rights in the Hemisphere. Eduardo Mendoza, of the Department of Multidimensional Security, talked about the efforts being conducted in the hemisphere in developing laws against drug trafficking, as well as in prevention and eradication programs. On security in the region, he referred to the support to countries in the implementation of the Inter-American Convention Against Terrorism, and particularly to the effort to prevent the funding of terrorism, to strengthen border controls and to promote the coordination between the judiciary and the legislative branches in the fight against terrorism. These presentations were followed by a rich dialogue on the issues with the participants.
