OAS Permanent Council Expresses Solidarity with Victims of Rains and Accepts Albania as Permanent Observer

  October 19, 2011

The Permanent Council of the Organization of American States (OAS) today expressed solidarity with the countries in the region being affected by torrential rains. The Chair of the Permanent Council and Representative of Guyana, Bayney R. Karran, expressed the body’s solidarity “for the injuries and loss of life” recently registered in El Salvador, Honduras, Guatemala, Nicaragua, Panama, Costa Rica and Colombia, and asked their representatives to transmit the message to their people and Governments.

At the meeting, Ambassadors of affected countries reported to the Council on the latest information regarding damages, which currently exceed one hundred deaths, 700,000 citizens affected and tens of thousand displaced.

During the same session, the Permanent Council adopted by acclamation the Republic of Albania as the 68th Permanent Observer of the OAS. Albania’s Ambassador to the United States, Gilbert Galanxhi, said his country sees the Organization of American States “as a powerful multilateral forum, as an important segment of the global chain of multilateral diplomacy, greatly affecting not only the region it geographically covers, but also global development and inter-relations among states and regions."

The status of OAS Permanent Observer was established during the General Assembly held in San José, Costa Rica, in 1971. Permanent Observers participate in all of the Organization’s activities and contribute to its programs.

The Permanent Council also recognized the work being conducted by the Columbus Memorial Library as the depositary of the history and culture of Member States. It includes a detailed registry of photographs, commemorative stamps, archives and files documenting the history of the OAS. It also includes approximately a million books, 250,000 periodic publications, and 500,000 documents published by the OAS and its predecessors.
