Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

Permanent Representative of Guatemala Assumes Chairmanship of Permanent Council

The Permanent Representative of Guatemala, Ambassador Jorge Skinner-Klee, today assumed the Chairmanship of the Permanent Council of the Organization of American States (OAS) in a ceremony held at OAS headquarters in Washington, DC.
At the event, the Guatemalan Representative stressed that the Organization is home to many important issues “to be debated and fully understood,” among which he mentioned “how we should approach the Inter-American Democratic Charter, how to support and deepen the discussion on the human rights system in the hemisphere, how to undertake the methodological tasks of this Organization.” Ambassador Skinner-Klee promised to “move all of this forward, together with the Declaration of San Salvador and the Regional Security Strategy issued in Guatemala.”
He then reflected that security is an issue “urging us all as communities and as nations,” and he called on Member States to “work together to join us and help us to ensure a better future for all Americans.” The diplomat received from the outgoing Chairwoman and Permanent Representative of Grenada, Ambassador Gillian Bristol, the gavel representing the authority of the Permanent Council, the entity that brings together all 34 active Member States of the regional organization.
In her farewell remarks, Ambassador Bristol reiterated the “important challenges” that she addressed in her role as Chairwoman, including the return of Honduras to the OAS and the Organization’s 41st General Assembly in El Salvador. In addition, she promised to offer all of her support to the new Chairman.
The Vice Chairmanship was assumed by the Permanent Representative of Colombia, Luis Alfonso Hoyos, who replaced the Ambassador of Costa Rica, José Enrique Castillo. The ceremony was attended by the Secretary General of the OAS, José Miguel Insulza, and the Permanent Representatives of the Bahamas, Bolivia, Canada, Dominica, Mexico, Panama, Peru, the Dominican Republic, Suriname, and Venezuela.
The Statute of the Permanent Council establishes that the Chairmanship is to be held successively by each of the Permanent Representatives, in alphabetical order as determined by each country’s name in Spanish, and the Vice Chairmanship in the same manner, following reverse alphabetical order. Both positions have a term of three months.
