OAS Workshop on Bilateral Cooperation in Migration Management Concludes

The workshop “Learning from Experiences: Bilateral Cooperation in Migration Management,” organized by the OAS Permanent Council Special Committee on Migration Issues, concluded today. It was a forum for sharing experiences, policies and programs of integration and protection of migrants, as well as existing initiatives in various countries to support and identify nationals living abroad.

During the closing ceremony, the OAS Executive Secretary for Integral Development, Mauricio Cortes Costa, presented the principal conclusions of the two-day meeting, and asserted that throughout the course of the workshop they were able to identify “the strengths and opportunities in migration practices” of the OAS Member States that “will be able to contribute to the implementation of an Inter-American Network on Migration."

Ambassador Cortes Costa ascribed great value to the sub-regional integration processes, describing them as “an opportunity for the improvement of regulatory frameworks that provide more effective solutions to common problems regarding migration issues,” and highlighted how important it is for governments “to be able to rely on trustworthy data, and suitable institutional capacities," as well as the support of civil society, in the formulation of internal norms as well as in the existing mechanisms for their implementation.

In his speech, the high-level OAS representative also alluded to the contributions that migrants make to “the development of their countries of origin,” their “learning in the host country,” and the “intercultural richness and productive potential of migrants becoming thus a driving force for development," emphasizing the need to guarantee rights to those “who in general are in very vulnerable situations, particularly boys, girls, and adolescents.” Finally, he thanked the Inter-American Commission on Human Rights (IACHR) for the “mechanisms developed for the protection of migrants” and the UN High Commissioner for Refugees (UNHCR) “for the support provided to countries in the development of policies that contemplate the considerations of International Humanitarian Law."

Participants in the workshop included representatives and experts on migration from the OAS, the International Organization for Migration, The UN Refugee Agency, Ministers from Member States, civil society organizations, OAS permanent observers, and others.
