54th Regular Session of CICAD of the OAS to Meet in Bogotá

The Inter-American Drug Abuse Control Commission (CICAD) of the Organization of American States (OAS) will hold its 54th Regular Session between Wednesday, December 11 and Friday, December 13 in Bogotá, Colombia to hold a dialogue on the “Report on the Drug Problem in the Americas,” produced this year under the supervision of the Secretary General of the Organization, José Miguel Insulza.

The meeting will feature the presence of Secretary General Insulza, the Minister of Justice of Colombia, Alfónso Gómez Méndez; the Minister of Health of Colombia, Alejandro Gaviria; the Assistant Director of the Pan American Health Organization (PAHO), Francisco Becerra; and the drug commissioners of CICAD member countries.

In addition to the discussion on the Report on the Drug Problem in the Americas (Analytical Report and Scenarios Report) and the Declaration of Antigua “for a Comprehensive Policy against the World Drug Problem in the Americas” by the OAS Secretary General, the meeting will include discussion panels on “The importance of public policy for prevention and treatment programs;” “The public health approach to address the drug problem in the Americas: meanings and implications;” “The Importance and role of research, information and early warning systems to develop, monitor and evaluate evidence-based drug policy;” "Human rights approach and social integration to address the drug problem in the Americas;" and ““New approaches and alternative models to incarceration.”

In addition, the participants will analyze the new Multilateral Evaluation Mechanism (MEM), which will allow for the evaluation of compliance by member countries with the objectives of the Hemispheric Drug Strategy and Plan of Action 2011-2015. They will also hear a report from the Executive Secretary of CICAD, Paul Simons and reports from Groups of Experts on Maritime Narcotrafficking, Money Laundering Control, and Chemical Substances and Pharmaceutical Products.

The 54th Regular Session of CICAD will include the participation of drug commissioners, experts on the issue and civil society representatives. The complete agenda of the event is available here.

CICAD is the principal hemispheric forum for debate on policies and programs to support the 34 member states in the implementation of their national drug strategies.
