Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS and Ecuador Sign Agreement for Observation Mission to the Local Elections of February 2014

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, and the Acting Permanent Representative of Ecuador to the hemispheric Organization, Fernando Suárez, today signed the agreement which stipulates the conditions for the work of the Electoral Observation Mission (EOM) to accompany the local elections of February 23, 2014 in the Central American country.
At the signing ceremony for the Agreement on the Privileges and Immunities of Observers, held at OAS headquarters in Washington, DC, Secretary General Insulza highlighted that Ecuador is a country with a great experience in electoral matters,” and thanked the Government of Ecuador and its electoral authorities for “the trust placed in the OAS for the deployment of this Mission.”
The head of the hemispheric Organization said that the institution he leads “has been accompanying the democratic process in Ecuador for the longest time.” He added that the Organization had already observed elections in the country in 1968, and since 1996 “we have observed 14 different electoral processes in this country.”
Secretary General Insulza designated Mexican politician Lázaro Cárdenas Batel as Chief of Mission. He is expected to perform a preliminary visit to the country shortly to meet with government representatives, as well as electoral officials and other stakeholders in the electoral process, “in order to begin with his electoral observation duties and to help achieve a successful electoral process.”
For his part, Ambassador Suárez acknowledged his country has “an extremely high opinion of the efficiency and efficacy of OAS Electoral Observation Missions, and because of that we have historically requested this type of accompaniment. “This will be a new opportunity for this essential beacon of action and management within the Organization to accompany us,” he added.
On February 23, 2014, the citizens of Ecuador will elect 23 regional prefects and vice prefects; 221 majors; 558 urban and 747 rural council members; and 4,080 members of rural parochial community boards.
