OAS Signs Technical Cooperation Agreement with the Supreme Electoral Tribunal of El Salvador

The General Secretariat of the Organization of American States (OAS) today signed a technical cooperation agreement with the Supreme Electoral Tribunal of El Salvador through which it will analyze the implementation of recommendations for improvements arising from the audit of the electoral register conducted in 2007. The President of the Supreme Electoral Tribunal of El Salvador, Eugenio Chicas, and the Director of the Department for Electoral Cooperation and Observation of the OAS, Betilde Muñoz-Pogossian, signed the agreement in a ceremony in San Salvador.

During the event, President Chicas highlighted the history of cooperation between the OAS and the institution he leads and mentioned that "many of the steps, of the transformations that this Supreme Electoral Tribunal has made have to do precisely with the technical support of the OAS, and that has been significant in achieving the advances we have today in the country."

The Director of the Department for Electoral Cooperation and Observation of the OAS, Betilde Muñoz-Pogossian, stressed, for her part, that through the agreement the OAS seeks to contribute both to the institutional strengthening of the Tribunal and the modernization of its procedures, which will result in better elections. Muñoz-Pogossian said "voter registration is an essential tool for the effective exercise of representative democracy and for ensuring universal and transparent suffrage."

Once the project is concluded, the OAS will deliver a report in order to help the Tribunal to continue to strengthen its internal processes, the organization of elections, and the cooperative relationships with other institutions involved in the development and auditing of the electoral rolls.
