SECRETARY GENERAL PRAISES UNASUR DECISION CONCERNING CONFIDENCE AND SECURITY MEASURES

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, expressed his approval of the resolution adopted at the recent meeting of ministers of foreign affairs and defense of the Union of South American Nations (UNASUR) which took place on the 27th of November to establish confidence and security measures for the region.

“The scope of the resolution,” said Insulza, “goes beyond this meeting to establish a real code of conduct on defense and politics between nations, with regards to transparency and information of arms acquisition, as well as to the military activities and inter- and intra-regional cooperation in the fight against drug trafficking, arms control, and cooperation to act against armed groups and terrorist actions, among other important issues.” Insulza also emphasized that this resolution was adopted in the framework of an inextricable link to democracy and human rights, as well as the respect for the sovereignty of individual states and territorial integrity, and is tied to a policy of non-intervention in the internal affairs of other states. Of particular importance he considered the pledge to not use force against other UNASUR nations and the proscription of the proliferation of nuclear weapons as stated in the Tlatelolco Treaty, which Insulza affirmed “we should reiterate.”

In addition to congratulating UNASUR for this Resolution, the OAS Secretary General expressed his desire for the terms of the agreement to be recognized and supported across the hemisphere to promote peace and regional cooperation.
