Declaration of OAS Secretary General, José Miguel Insulza, on Democracy Day

September 15 has been declared by the United Nations as International Democracy Day. This concept comprises values such as, undoubtedly, the holding of free elections, but also the respect for human rights, respect for minorities, public management transparency, the non-discrimination principle, the separation and independence of public powers, freedom of expression, and gender equality.

All these values are included in the Inter-American Democratic Charter, an instrument that guides our Organization. It reminds us, in its first article, that “The peoples of the Americas have a right to democracy and their governments have an obligation to promote and defend it.”

We can celebrate that, over the last decades, political democracy has become the predominant form of political organization in our region.

The Americas are a continent where democracy is more extended than ever in its history, and day by day we strive to fulfill and strengthen it.

We hope that, with this day’s celebration, we all renew our commitment to keep strengthening our governments’ democratic management and the full respect for the rights of our peoples.
