Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

OAS Permanent Council Bids Farewell to Paraguayan Ambassador

The Permanent Council of the Organization of American States (OAS) bid farewell today to the Permanent Representative of Paraguay, Ambassador Bernardino Hugo Saguier, who, after three years, concluded his mission with the hemispheric organization.
During the session, the Secretary General of the OAS, José Miguel Insulza, thanked Ambassador Saguier for “the ongoing support he provided to this Secretariat,” and for “the excellent work he did during this time.” He highlighted the role played by Ambassador Saguier when, “in complex times, during a period when there were great government changes,” as the OAS representative to Ecuador, he was able to represent the organization “with abundant wisdom and great experience.” The Secretary General praised his ability to seek agreements, adding that, “when things get difficult, he will always defend the positions of his country and his government with solidity and a great deal of strength.”
The Paraguayan diplomat said that he leaves with the feeling of “having helped to strengthen this system, that if it had not existed, we would have had to found it,” and highlighted that the Member States, “have faced great challenges these three years.” On this point, he emphasized, “the return of Honduras to this organization,” “the misunderstandings between Colombia and Ecuador; between Venezuela and Colombia, that now have been overcome,” and “the numerous electoral processes that the OAS has monitored in unprecedented numbers,” among other matters.
He recalled recent events in Paraguay that led to the ouster of former President Fernando Lugo, that, in addition to “causing a great controversy,” helped Paraguay to “value the solidarity and friendship of countries that were able to understand and accompany” his country “in the difficult circumstances in which we live.”
During the farewell, the Ambassador of Panama spoke on behalf of the countries that belong to the Central American Integration System, as did the Permanent Representatives of Brazil, Canada, Colombia, the United States, Mexico, Peru, Trinidad and Tobago, and the Permanent Observer of Spain to the OAS, who also was representing France and Italy.
