OAS Program Begins Digitalization of Civil Registries in the Commonwealth of Dominica

The Organization of American States (OAS), through its Universal Identity Program in the Americas (PUICA), has begun scanning all of the birth, death, marriage and adoption registries in the civil registry of the Commonwealth of Dominica.

Responding to a request from its six Organization of Eastern Caribbean States (OECS) member states, the OAS began a comprehensive modernization of civil registry information to increase the transparency, accuracy and efficiency of the civil registries in the region and provide a secure repository for these public records. Between 2012 and 2013 the project has completed the digitalization and data entry in five of the six countries.

The OAS has procured equipment and has tailored the Caribbean Civil Registry and Identity System (CCRIS) to the specific needs of Dominica. PUICA hired data entry clerks to scan and input information, and an IT specialist will provide technical support. Upon completion, ownership of all the hardware and software will be transferred to the Ministry of Tourism and Legal Affairs in order to ensure the sustainability of the benefits achieved by the project.
