Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.
Approximately six weeks after the end of each semester, the OAS publishes a Semiannual Management and Performance Report, which since 2013 includes reporting on programmatic results. The full texts may be found here.

Ecuador Assumes Chairmanship of OAS Permanent Council

The Permanent Representative of Ecuador to the Organization of American States (OAS), Ambassador Francisco Proaño, today assumed the chairmanship of the Permanent Council of the hemispheric institution and committed himself to reinforcing the work of that forum in supporting and strengthening the initiatives and programs of the OAS. The ceremony took place at the Organization’s headquarters in Washington, DC.
Ambassador Proaño received the gavel that represents the Council’s authority from his predecessor, Ambassador Carmen Lomellin, and congratulated the Representative of the United Sates on her job, principally on the issues related to the preparations and discussions leading up to the 40th OAS General Assembly, held in June.
Referring to the priorities on which the Council will focus its work, the Representative from Ecuador asserted that “the Organization has great challenges to face, and we all know the historic moments the hemisphere is going through, as well as the difficulties ahead. For that reason our efforts will be directed toward overcoming the biggest problems and situations that concern us, as well as to support, help or strengthen all the initiatives and programs that the OAS has as part of its agenda and that benefit the people and the governments of the hemisphere.”
The Ecuadorian diplomat, who will act as Chair for the next quarter, took the opportunity to thank OAS Secretary General José Miguel Insulza for “the support he has offered me as ambassador,” adding that “the Permanent Council is made of a group of representatives and ambassadors who do their jobs with great talent and professionalism, and that is a guarantee that the OAS will continue working to overcome regional challenges.”
The Permanent Council’s statutes provide for the Chairmanship to be held by each of the principal representatives in turn, following the alphabetical order in Spanish of the names of their respective countries. The office of the Vice Chair is filled in the same way but following reverse alphabetical order. The Vice Chairmanship will be held by the Permanent Representative of El Salvador, Ambassador Joaquin Maza.
