Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS ROLE IN PROMOTING DEMOCRATIC GOVERNANCE

The Secretary General of the Organization of the American States (OAS), José Miguel Insulza, speaking in Madrid, Spain, today, underscored the priority the OAS places on governance and the coordination of public policies to promote equality, social development and fight against poverty.
Insulza made the remarks during an official visit with the Foreign Minister of Spain, Miguel Angel Moratinos Cuyaubé, as part of a European tour which included stops in Austria where he signed a cooperation agreement with the United Nations Industrial Development Organization; and Italy, where he attended a seminar on Latin America organized by the Italian government.
In Madrid, the Secretary General outlined important political initiatives in which the OAS is engaged, including the peace process underway in Colombia, a process which Spain is expected to support with a contribution. Insulza also pointed out that the OAS continues to closely follow political developments in Bolivia, Haiti and Nicaragua.
The Secretary General added that the Western Hemisphere organization has been engaged actively on projects relating to the defense and protection of human rights, invitations from governments to observe elections, and in efforts to enhance the judicial systems to promote greater transparency and fight corruption.
Spain has been an OAS observer country since 1972, and is a longstanding cooperation partner with the organization. Spain’s contributions to the OAS for 2005 have focused on the areas of human rights, anti-narcotics initiatives, and the electoral process in Haiti. Spain has also suggested it would next year increase its contribution towards peaceful resolution of conflicts, governance, and anti-poverty and social exclusion issues.
