Statement by the Chief of the OAS Electoral Observation Mission to Mexico, César Gaviria Trujillo

The Electoral Observation Mission of the Organization of American States (EOM/OAS) wishes to acknowledge the broad participation of the people of Mexico in today’s election day, as well as the calmness, respect and order that prevailed. This process has been successful, and the Federal Electoral Institute (IFE), the Electoral Court of the Federation’s Judicial Power and the hundreds of thousands of citizens that were drawn and well trained to serve as members of polling stations played a key role in such an achievement.

The improvements to the Program of Preliminary Results (PREP) were clear, as demonstrated by the appropriate measures taken to ensure a secure and fast delivery of results, supported by a sizeable technological infrastructure. The Mission observed that the quick recount was conducted in a professional manner, according to the technical program established and published by the IFE within the parameters of the law.

Mexico enjoys today a robust and trustworthy electoral system, with an important amount of control that, once all voting records are physically examined, should show the reliability of the electoral system resulting of the reforms implemented after the 2006 Election.

The Mission will remain in the United Mexican States until all results are published and all votes are counted based on physical voting records. The Mission will then deliver a comprehensive evaluation of the process.
