SIGNIFICANT PROGRESS TOWARD THE FOURTH SUMMIT OF THE AMERICAS

  October 12, 2005

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, said today that negotiations on the Declaration and Plan of Action of the Fourth Summit of the Americas advanced significantly during the recent session of the Summit Implementation and Review Group (SIRG).

“After a week of hard work, we can attest that there is an extensive, advanced consensus on the majority of priority issues. Above all, there is a clear political will ensure that this process results not only in a successful Summit but in concrete, permanent results for this region,” said Insulza, who attended several of the negotiating sessions last week.

National coordinators for the Summit of the Americas, representing the 34 member countries, met from October 3-7 at OAS headquarters in Washington, D.C., to continue their negotiations on the policies that will be adopted by the Heads of State and Government at the Fourth Summit, which will take place November 4-5 in Mar del Plata, Argentina. The central theme of the Summit is “Creating Jobs to Fight Poverty and Strengthen Democratic Governance.”

The recent SIRG session, chaired by Argentina’s Secretary of Foreign Affairs, Jorge Taiana, included the participation of representatives of the International Labor Organization (ILO), the Inter-American Development Bank (IDB), the Economic Commission for Latin America and the Caribbean (ECLAC), the Pan American Health Organization (PAHO), the Inter-American Institute for Cooperation on Agriculture (IICA) and the Institute for Connectivity in the Americas.

The SIRG will hold another negotiating session October 28 in Buenos Aires, as well as a higher-level session in Mar del Plata from October 31 to November 2. The latter round will bring together plenipotentiaries of the member states, who have full authority to make final decisions.

The OAS Summits of the Americas Secretariat (www.summitsoftheamericas.org), led by Luis Alberto Rodríguez, provides ongoing support to the preparatory activities for the Fourth Summit of the Americas.
