Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS Secretary General Urges Continued Work in Favor of Refugees

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, urged governments and international organizations to keep working for the rights and improved living conditions of refugees and applicants for such status worldwide.
“On this World Refugee Day, we cannot forget the dramatic difficulties millions of people go through when they are displaced against their will from their people, cities, and countries, and we must take advantage of this day to issue a call to redouble our efforts to contribute to their safety and well-being,” said Secretary General Insulza.
The head of the OAS recalled that the issue of the refugees is a matter of concern to the OAS through the work of the Secretariat of Legal Affairs and the Department of International Law, which provides legal advice on the matter to the political bodies of the organization and through these, to the governments of the Member States.
The OAS also promotes and diffuses all the aspects related with the figure of the refugees, included in international treaties, activities carried out in close collaboration with the High Commissioner for Refugees (UNHCR), with which the OAS General Secretariat signed a cooperation agreement in 2007.
“Refugees see their lives changed forever, and due to causes beyond their control they are forced to start over somewhere else, away from their families. Helping them is a moral duty and an obligation of all of us, and a political obligation for governments and international organizations.” concluded the Secretary General of the OAS.”
