Under a memorandum of understanding signed with the United Nations on Wednesday, the Organization of American States (OAS) will play a major role in providing assistance to Haiti, including in activities relating to upcoming elections.
The OAS’ Acting Secretary General, Ambassador Luigi Einaudi, made the announcement today as he updated the Permanent Council on the memorandum. Ambassador Einaudi’s report followed the announcement by Ecuador’s Ambassador, Marcelo Hervas, that his government had dispatched to Haiti yesterday a contingent of more than 70 personnel, some 45 of them military engineers. Einaudi praised the move by the Ecuadorian government, calling it an “exemplary” decision. According to Einaudi, the fact that these engineers will be engaged in construction and development work means “they will be engaged in one of the most needed aspects of life in Haiti.”
He said the memorandum with the UN provides for a major role by the OAS in elections in Haiti, beginning with the process of voter registration, and with OAS membership along with the United Nations Stabilization Mission in Haiti (MINUSTAH), in a coordinating committee on electoral matters. “This is an extremely welcome development because, in a sense, in a way similar to the developmental construction aspect of what has just been announced by the Ambassador of Ecuador; this will put the international community, acting in a united fashion between the OAS and the United Nations, to start giving what Haiti badly needs—which is a push towards open, inclusive and fair elections.”
The OAS-UN agreement sets out the terms and conditions under which both will help the Haitian Provisional Electoral Council organize, monitor and conduct free and fair municipal, parliamentary and presidential elections. Among other things, the parties agree to establish an Electoral Cooperation Committee, comprising one representative from the UN and one representative of the OAS. Membership in the Committee will be extended to a representative of CARICOM as well.
In announcing his government’s decision, the Ecuadorian Ambassador said the decision was based on the government’s “sensitivity to the humanitarian crisis in Haiti and was another expression of inter-American solidarity.” The contingent will be involved in supporting peace initiatives in Haiti, through technical engineering activities.
Chairman of the Permanent Council, Panama’s Ambassador Aristides Royo, joined the Acting Secretary General and member state representatives in hailing Ecuador’s important support to Haiti.
