Permanent Consultative Committee of CITEL Discussed Telecommunications Policy and Regulation in Buenos Aires

The Permanent Consultative Committee of the Inter-American Telecommunication Commission (CITEL) of the Organization of American States (OAS) today concluded its three-day meeting in Buenos Aires to discuss telecommunications policies and regulations.
The 22th Meeting of the Permanent Consultative Committee I(CCP.1): Telecommunications/Technology brought together experts in information and communication technologies (ICT) to discuss and analyze international best practices for Regulating Mobile Termination Charges (MTC) based on the report on the issue that identified opportunities for harmonization of approaches to the regulation of MTC, in order to reduce costs to consumers and create a more fair and competitive mobile market. They also discussed the latest developments in the area of cyber security and critical infrastructure protection, and what should be the next actions of CITEL in this area.
The OAS Assistant Secretary General, Albert Ramdin, presented, via video, during the meeting, the recommendations of the "OAS Youth Conference 2012: Youth in Action for Democracy and Entrepreneurship," which took place in the headquarters of the organization in Washington, DC, last year.
As for the protection of children on the Internet, participants discussed the progress made, the next steps, the consequences of regulatory measures, and the report on "Roaming," whose goal is to understand the elements of relevance to facilitate greater access to services for the population. The event also focused on gender perspectives in the work of CITEL, whose aim is to present a diagnosis of the problem and the various initiatives and projects developed at both the global and regional levels to overcome the gender gap.
The meeting was led by the Minister of Communications of Argentina and Chair of the CCP.1, Norberto Berner; the Alternate Chair, Hector Carril; and the Chair of the Board of the Supervisory Agency for Private Investment in Telecommunications in Peru (OSIPTEL), Gonzalo Ruiz Dias, in his role as Vice Chair of the Council. Also participating in the event were the Comptroller in the National Communications Commission of Argentina, Ceferino Namuncura; and the Deputy Comptroller in the National Communications Commission of Argentina, Nicolás Karavaski.
Parallel to the event, the Workshop/Course on "Interconnection and Internet routing," was held, in which best practices were discussed on the architecture and routing of traffic on the Web.
The meeting was the penultimate of the PCC before the Sixth Assembly of CITEL, to be held in February 2014.
