INSULZA DESIGNATES RAMDIN AS CHIEF OF OBSERVATION MISSION
FOR JAMAICA ELECTIONS

  August 10, 2007

The Organization of American States (OAS) will deploy a team of international observers to monitor the August 27 general elections in Jamaica, at the request of that nation’s government and its Election Commission. OAS Secretary General José Miguel Insulza has named the hemispheric organization’s second highest official, Ambassador Albert R. Ramdin, as Chief of the Electoral Observation Mission. Steven Griner, who has gained extensive experience in mounting observation missions in the Caribbean, will be the Deputy Chief of the Electoral Observation Mission.

“The international community will accompany the citizens of Jamaica in their aspirations to express freely their will through their vote, and we hope that the OAS’ efforts will contribute to people’s confidence in the democratic process,” expressed Secretary General Insulza.

In the coming days, the OAS will sign and agreement of privileges and immunities with the Government of Jamaica and a separate agreement on electoral guarantees with the Electoral Office of Jamaica (EOJ). These will establish the framework for the observer’s activities and guarantees access so they can carry out their duties during the process leading to Election Day.

Ambassador Ramdin said that he looks forward to the observation mission and in that regard announced that a core group of experts will arrive in the country mid August, and will begin to hold a series of meetings with government leaders, electoral authorities, and other representatives of the electoral process.

The OAS Mission aims at having a presence in all of the 24 constituencies with observers from the OAS Member States.
