REGIONAL MEETING ON INTERNATIONAL HUMANITARIAN LAW

The first meeting of the National Commissions on International Humanitarian Law of the Americas is slated to take place in the city of Antigua, Guatemala, from August 27 to 29. Besides the representatives of these commissions, all member states of the Organization of American States (OAS) have been invited to participate.

Organized jointly by the International Committee of the Red Cross (ICRC) and the OAS Technical Secretariat for Legal Cooperation, the meeting is supported by the government of Guatemala, and is being convened in keeping with a series of OAS General Assembly mandates. The effective application of international humanitarian law is a continuous process that calls for ongoing effort by the different sectors of government. In order to coordinate this initiative, some governments have set up commissions to evaluate existing national legislation in light of the obligations under international humanitarian law and to make recommendations on implementation at the national level.

Internationally, there are 62 national commissions for the application of international humanitarian law, fourteen of them pertaining to states in the Americas: Argentina, Bolivia, Canada, Chile, Colombia, El Salvador, Guatemala, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Trinidad and Tobago, and Uruguay. Brazil and Costa Rica are about to establish their commissions.

During the upcoming Guatemala meeting the delegates will, among other things, review the operations of these commissions and examine best practices to strengthen cooperation among them, to promote respect for international humanitarian law in the Americas.
