PERU’S ENVOY ASSUMES CHAIR OF OAS PERMANENT COUNCIL,
TOUTING UNIQUENESS OF THE HEMISPHERIC UNITY

  April 1, 2005

In assuming the leadership of the Permanent Council of the Organization of American States (OAS) on Friday, Peru’s Ambassador, Alberto Borea , touted the relevance of the hemispheric organization as a forum that unites nations as equals despite their geographic, economic and other differences.

“This should in no way be interpreted to mean that a concern relating to our shared values—which we have pledged to uphold and defend—is a lack of respect or undue interference. It is instead an expression of good and creative neighborliness,” Borea explained as he accepted from his predecessor, Paraguay’s Ambassador Manuel María Cáceres, the gavel symbolizing the authority of the Council Chair. Borea pledged to use his three months in the rotating Council chair to do his utmost to help further strengthen the unity of the Americas.

Argentina’s Ambassador Rodolfo Gil assumed the Vice Chairmanship, succeeding Ambassador Joshua Sears of The Bahamas, during the ceremony that was attended by several other member state ambassadors and senior OAS officials.

Among other notable matters during his term as Council Chair, Borea will coordinate preparations for the April 7 election of a new OAS Secretary General as well as preparations for the 35th regular session of the Organization’s General Assembly , to be held in Fort Lauderdale, Florida, early June.

Remarking on his own stint at the helm of the Permanent Council, the outgoing Chairman highlighted the intense work of the past three months, surrounding the inter-American agenda, dealing with issues aimed at improving the quality of life for the citizens of the member states. Cáceres also thanked the delegations and the OAS Secretariat for their collaboration, making special mention of the leadership demonstrated by Ambassador Luigi Einaudi as Acting Secretary General for the past several months.
