Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

OAS SECRETARY GENERAL AND CANADA’S FOREIGN AFFAIRS MINISTER DISCUSS HEMISPHERIC SCENARIO FIFTY DAYS BEFORE THE SUMMIT

The Secretary General of the Organization of American States (OAS), José Miguel Insulza and the Minister of Foreign Affairs of Canada, Lawrence Cannon, held a meeting today in Washington D.C. to discuss the state of current hemisphere relations and the preparations for the Fifth Summit of the Americas.
Three main events were the center of discussion for this encounter, the Fifth Summit of the Americas that will take place in Trinidad and Tobago on April 17-19; the OAS General Assembly to be held in San Pedro Sula, Honduras on June 1-3; and the Conference of Montreal in late June in which the OAS Secretary General has been invited to participate.
Minister Cannon expressed Canada’s special interest on the Fifth Summit of the Americas saying that “this is the only opportunity Canada has to participate in the hemispheric dialogue; and we certainly think that it should be institutionalized”. Insulza, who agreed with this perspective, explained that even thought the role of the hemispheric institutions like the Inter-American Development Bank (IDB) and the OAS has been mostly that of observers, the OAS is in favor of making the Summit of the Americas a biannual meeting that alternates every other year with the OAS General Assembly.
The Secretary General reassured his belief that the logistics and the agenda of the Summit are on the right track, and commented that although the agenda of the Summit will be focused on human prosperity, energy security and environmental sustainability, the current economic crisis will be the issue that will prevail in the Summit discussions.
On the issue of U.S. relations with Latin America and the Caribbean, Insulza affirmed that the governments of the region are looking for gestures from the new U.S. administration that will denote a renovated commitment with its neighbors. He also added that relations with Cuba might also be part of the issues raised during the Summit, and referred to his recent meeting with First Minister of Trinidad and Tobago, Patrick Manning and his commitment to make the Summit a successful event.
