BELGIUM SUPPORTS OAS MINE ACTION ACTIVITIES IN THE PERU-ECUADOR BORDER

The Government of Belgium has recently announced a contribution of 183,500 Euros (approximately a quarter of a million dollars) for the Comprehensive Action against Antipersonnel Mines Program (AICMA for its initials in Spanish) of the Organization of American States (OAS). This donation will be used to support humanitarian demining projects along the Peru-Ecuador border during 2009. This marks the first Belgian contribution to the OAS humanitarian demining program.
Belgium accords a high priority to humanitarian demining and non-proliferation policy and for that reason considered it timely to provide support to mine-action projects on the Condor Mountain Range and the Chira River between Peru and Ecuador.
Mines contaminating the common border are the result of a brief conflict between Peru and Ecuador in 1995. Subsequent to the signing of the Peace Accord on October 26, 1998, demining activities began in the border area. Since October 2006, Ecuadorian and Peruvian demining units have conducted simultaneous and parallel operations along their common border. Currently nine minefields around the town of Zapotillo, on the Chira River have been identified and designated as dangerous areas, being permanently marked and monitored.
For 2009 the OAS, in coordination with the national demining programs in these countries, plans to assist in the clearance of twelve mined areas threatening the indigenous population on the border, and it is planning to use specially adapted equipment for clearance of the Chira riverbed.
Belgium’s donation will also support activities to reduce the risk of landmine accidents and to support victim assistance initiatives. The Belgian contribution is particularly timely as Peru and Ecuador renewed their national plans in keeping with the recently approved time extensions granted under Article 5 of the Ottawa Convention.
