OAS SECRETARY GENERAL WELCOMES THE CLOSING OF THE GUANTANAMO DETENTION FACILITIES
January 23, 2009
The Secretary General of the Organization of American States (OAS), José Miguel Insulza, expressed his satisfaction with the decision of the President of the United States, Barack Obama, to close the detention facilities at Guantanamo military base within a year.
The Secretary General pointed out that the Inter-American Commission of Human Rights (IACHR), an autonomous entity of the Organization of American States, approved in March 2006 a Resolution that urged the immediate closure of the Guantanamo detention facilities, and to transfer the detainees respecting human rights and international humanitarian law. Likewise, he mentioned that the IACHR granted precautionary measures in favor of the Guantanamo detainees, requesting the United States to “take the urgent measures necessary to have the legal status of the detainees at Guantanamo Bay determined by a competent tribunal.”
Finally, Insulza appreciated that one of the first Executive Orders adopted by President Obama within days of assuming the presidency was the provisional suspension of the trials of the Guantanamo detainees, and the closure of the detention facilities within a year.
