OAS Secretary General: Beginning of Dialogue between Government of Colombia and ELN is "a heartening spur toward complete peace"

The Secretary General of the Organization of American States (OAS), Luis Almagro, today celebrated the beginning of the public phase of dialogue between the Colombian government and the Ejército e Liberación Nacional (ELN), which he called "a heartening spur toward the longed-for complete peace."
The Secretary General called on those involved to agree to concrete humanitarian measures designed to minimize the effects of the conflict on the population and, in that way, generate the conditions for quick progress in the process, as well as guaranteeing the security of the populations, leaders and victims that live in the ELN zones of influence.
The OAS leader highlighted the need for the delegations to engage in a focused, fruitful and plural dialogue, that attends to the needs of the territories affected by the violence and that effectively integrates the participation of society.
Finally, Almagro reiterated the commitment of the hemispheric Organization to peace in Colombia, through the Mission to Support the Peace Process (MAPP/OAS). The Mission has accompanied peace building initiatives since 2004 in the most remote territories and those most affected by the conflict. In that context, the OAS leader offered the experience of the MAPP/OAS to support this dialogue process.
