OAS Permanent Council Bids Farewell to Ambassador of Peru

The Permanent Council of the Organization of American States (OAS) bid farewell today to the Permanent Representative of Peru, Hugo de Zela, who ended his duties as head of that mission to assume in the coming days a position as Chief of Staff of Secretary General José Miguel Insulza.

At the session, the current Chair of the Council and Permanent Representative of Guyana, Bayney Karran, highlighted the efforts made ​​by Ambassador de Zela during preparatory activities for the 2012 General Assembly as well as his "extensive political experience and vast and intimate knowledge of the inter-American system."

Then, several Permanent Representatives took the floor to wish him success in his new tasks and to recognize the value of his contributions to the discussions held at the Permanent Council, as well as in finding consensus to resolve the difficult political circumstances faced by the organization.

In his farewell speech, Ambassador de Zela said that since his arrival to the Mission of Peru in March 2010 he has focused his efforts on issues such as strengthening democracy, respect for human rights, cooperation and the Summit of the Americas, which will bring together presidents and prime ministers of the hemisphere in Colombia in April 2012. "Based on the values ​​and principles on which this Organization is based, we must be able to find new ways to tackle the problems of a changing world, like the one we are living in today characterized by successive crises."

"I deeply believe in this organization and I think that through its work we can make a great contribution to the peoples of the Americas," said the outgoing delegate of Peru, adding that in his new role he will seek to strengthen his ties with the accredited diplomats.
