OAS and Brazil Collaborate to Improve Citizen Access to Justice

The Organization of the American States (OAS) and the National Council of Justice of Brazil signed on Monday an agreement to collaborate in the development and implementation of projects to improve access to justice and promote good practices related to criminal proceedings and the penitentiary regime.

After signing the document at OAS headquarters, the Secretary General of the hemispheric organization, Luis Almagro, said that this step of the judicial authorities of Brazil, which allows for the direct application of international conventions in the field, "is one of the more substantive and more important in terms of access to justice for citizens, which is the quintessence of legal protection. There is no country in the hemisphere that would not benefit from taking this step that Brazil is a pioneer in taking. "

For his part, the Minister President of the Brazilian Council of Justice, Enrique Ricardo Lewandowski cited as an example of the effectiveness of the direct application of international conventions the introduction in February of custody hearings. Since then, the Brazilian judiciary has avoided the imprisonment of eight thousand people, with a saving of resources estimated in 150 million dollars, thanks to the prompt appearance of the detainee before a judge that determines a course of action within minutes.

In addition to custody hearings, the OAS and the National Council of Justice of Brazil will work together to promote alternatives to imprisonment, expanding access to justice and improving the efficiency of the judicial system to reduce overcrowding prisons and social reintegration projects, among other issues.
