First Admiral in 18 Years Slated to Head Inter-American Defense College

The last seven directors at the Inter-American Defense College have been U.S. Army generals. But on Aug. 21, Chief of Naval Operations Adm. Mike Mullen announced the assignment of Rear Adm. Moira N. Flanders, currently Commander, Naval Personnel Development Command, as IADC’s next director. She will replace Maj. Gen. Keith M. Huber, who began his new position as head of United States Army South (USARSO) in San Antonio, Texas, Aug. 16.
Brig. Gen. Julio E. Florian of the Dominican Republic assumes IADC leadership until Flanders, who will also make history as IADC’s first female director, takes command late this fall.
The IADC, located on Fort Lesley J. McNair, is one of the foremost institutes of learning for senior-level military, police, and diplomatic officials with an interest in security and defense issues facing Latin America today. An entity of the Organization of American States, the IADC is able to offer approximately 60 students a year from member states of the OAS an unparalleled educational and research experience. Former IADC students include two presidents, 31 ministers, 539 generals or admirals and 11 other high-ranking officials.
