Statement by OAS Secretary General on the Day against Mines

Statement by the OAS Secretary General, José Miguel Insulza, on the International Day for Mine Awareness and Assistance in Mine Action

“Anti-personnel mines injure and kill hundreds of people each year in the Americas, many of whom are women and children. For twenty years, the Organization of American States (OAS) has been working jointly with its Member States on the implementation of integral action programs against mines. Their efforts have paid off, and today we can proudly declare that Central America is the first region in the world free from the consequences of this terrible threat. For the first time in thirty years, Central Americans can live and work free from the dangers posed by this device.

“Despite all of the progress that has been made, much work remains to be done. In Colombia, this kind of weapon causes daily suffering and death. In Chile, Ecuador and Peru, mined areas delay economic development and hinder greater integration between countries seeking cooperative ties and mutual understanding. The goal of a peaceful American continent that improves the living conditions of its population requires greater efforts to protect all residents in the hemisphere within areas free of these lethal devices.

“The OAS has worked tirelessly throughout the past two decades to offer assistance to those affected states. The removal of mines, the raising of public awareness of the risks in vulnerable communities, the destruction of stored mines, the physical rehabilitation and social reintegration of mine accident survivors, and the socioeconomic recovery of cleared areas are the enormous tasks our organization has dedicated itself to.

“During the OAS General Assembly, which took place in Lima last June, the efforts of the Member States in the implementation of integral action programs against mines were expressly recognized. We should also highlight the achievement of creating an international coalition of donor governments, Member States affected by mines, and technical partners such as the Inter-American Defense Board.

“That is why on this “International Day for Mine Awareness and Assistance in Mine Action” I would like to reaffirm, on behalf of the OAS and the Member States, our commitment to finish the job of eradicating antipersonnel mines in the Americas. Once again, I call on the Member States and our friends to intensify these efforts until successfully reaching this objective for the good of all.”
