OAS Secretary General to Participate in 54th Meeting of CICAD in Bogota

The Secretary General of the Organization of American States (OAS), José Miguel Insulza, will participate this week in the 54th Regular Session of the Inter-American Drug Abuse Control Commission (CICAD) of the OAS, being held from today until Friday in Bogota.
The head of the hemispheric institution will travel tomorrow morning to take part in the afternoon in the meeting held in the Colombian capital. The Secretary General will deliver a speech entitled “Towards a Comprehensive Policy against the Drug Problem in the Americas.” The presentation will be followed by a debate with the meeting’s participants based on the Declaration bearing the same title and approved by OAS member states at the General Assembly last June, as well as on the Report (Analytical Report and Scenarios Report) on that topic that the OAS prepared under the Secretary General’s leadership.
Aside from Secretary General Insulza, the meeting will be attended as well by the Attorney General of Colombia, Alfonso Gómez Méndez; the Health Minister of Colombia, Alejandro Gaviria; the Deputy Director of the Pan American Health Organization (PAHO), Francisco Becerra; and OAS member states’ drug commissioners, among others.
The meeting will include panel discussions on the “Importance of Public Policies for Prevention and Treatment Programs;” “Public Health Approach to Address the Drug Program in the Americas: Significance and Implications;” “Importance and Role of Research, Information and Early Warning Systems for the Preparation, Monitoring, and Evaluation of Evidence-based Drug Policies;” “Human Rights and Social Integration Approach to Address the Drug Problem in the Americas;” and “Approaches and Models of Alternatives to Incarceration.”
In addition, the participants will analyze the new Multilateral Evaluation Mechanism (MEM), which will allow for the evaluation of compliance by member countries with the objectives of the Hemispheric Drug Strategy and Plan of Action 2011-2015. They will also hear a report from the Executive Secretary of CICAD, Paul Simons and reports from Groups of Experts on Maritime Narcotrafficking, Money Laundering Control, and Chemical Substances and Pharmaceutical Products.
CICAD is the principal hemispheric forum for debate on policies and programs to support the 34 member states in the implementation of their national drug strategies.
