OAS Holds Sub-regional Workshop in Guatemala on Effectiveness of International Cooperation

The Organization of American States (OAS), on November 16 and 17 in Antigua, Guatemala, held the “Sub-regional Workshop on Effectiveness of Cooperation, in its Central American Chapter,” which seeks to contribute to improve the effectiveness of Central American participation in international forums where issues of international cooperation are debated.
This chapter is a regional effort promoted by the hemispheric Organization in its role as the Technical Secretariat of the Inter-American Cooperation Network, within the framework of the regional effectiveness agenda for cooperation. Participants are the Central American Member States and the Dominican Republic, gathered to join efforts and present a position to include in the Caribbean and South American chapters ahead of the IV High-Level Forum on Effectiveness of Aid, to be held in Pusan, South Korea, in 2011.
The countries have jointly proposed the elaboration of a regional strategy for cooperation, taking into account current institutional plans, and identifying new priorities and the scope of work on cooperation.
Ambassador Alfonso Quiñónez, OAS Secretary for External Relations, said that “this process confirms that Latin America and the Caribbean have much to contribute to the global debate on cooperation,” and reaffirmed “the need to align our efforts on fighting inequality, which is a particular trait shared by countries of the region, given their conditions as middle-income countries.”
Ana María Méndez Chicas, Undersecretary of International Cooperation of the Secretariat for Planning and Programming of the Chair, Segeplan, said international cooperation through the mechanisms of technical and financial assistance contributes to the fulfillment of a country’s priorities and objectives on sustainable development, and complements the efforts made by each government.
Efficient and effective use must be made of such resources, one that allows collaborators and member countries to share a joint responsibility in aligning cooperation with policies and strategies of national development.
The event was organized in plenary sessions and round tables integrated by country representatives, sessions whose objective was to foment debate and gather a broad range of opinions and perspectives towards a final document that will contain the feelings and thoughts of country representatives.
