OAS and Mexican state of Durango Agree to Promote Integral Development
August 6, 2012
The Secretary General of the Organization of American States (OAS), José Miguel Insulza, and the Governor of the Mexican state of Durango, José Herrera Caldera, today signed a framework cooperation agreement to promote integral and sustainable development in the northern Mexican state.
"The subscription of this agreement is intended to encourage closer cooperation and work in areas of common interest," such as "competitiveness, migration, tourism, gender and security," said the Secretary General of the OAS during the ceremony signing, which took place at OAS headquarters in Washington, DC.
The Secretary General recalled that the OAS recently signed a memorandum of understanding with the Mexican government, through the Mexican Agency for International Development, to promote horizontal collaboration in its various forms. "The agreement we sign today is inserted into that accord and it constitutes a valuable opportunity to collaborate in key areas of sustainable development," he added.
The head of the OAS referred in particular to the difficulties the state of Durango has experienced due to a severe drought. In this context, he noted that the framework agreement will allow the organization to "support the efforts being made at this time to address this problem, which has affected Durango recently and could become a greater problem if there are no technical and financial solutions and the political will to confront it."
Governor Herrera Caldera said the agreement will "enhance Durango’s tourist appeal,” and said that next year "we will celebrate 450 years of existence, and we want to promote our state as a tourist destination in Mexico and in the world." The Governor thanked the OAS Secretary General for "facilitating this important agreement" in collaboration with "this great body that will always be, without a doubt, the unifying point of the Americas.”
The signing ceremony was attended by the OAS Executive Secretary for Integral Development, Jorge Saggiante; Minister Dolores Jiménez, the Alternate Representative of Mexico to the OAS; the Secretary of Natural Resources and the Environment of Durango, Jesús Soto Rodriguez; the Director of the National Water Commission in Durango, Miguel Calderon; and the Permanent Representative of Nicaragua to the OAS, Denis Moncada.
