OAS Online Training Program Celebrates 10,000th Participant
July 10, 2012
The online training program of the Organization of American States (OAS) Department of Effective Public Management, today known as Virtual Campus, is celebrating the milestone of the 10,000th participant to have taken part since 2003 in the program, which provides online training for public officials throughout the hemisphere.
The courses offered by Virtual Campus seek to provide practical training to officials in the development and implementation of projects and policies for the strengthening of human and institutional capacities that lead to effective public policy as well as the development and improvement of democratic governability.
The program begins with the belief that the quality of national and local institutions depend in large part on the quality of their people; the norms and practices of these institutions of public administration depend on their human resources to improve efficiency and transparency, both principles that the OAS Department for Effective Public Management defends and promotes, through the use of Information and Communication Technologies.
In order to support the training of public officials in key areas of public administration, the Virtual Campus promotes a dynamic and participative methodology that offers concrete tools for effective government. To achieve this goal, the OAS has made available mechanisms based on levels of participation and costs that allow government entities and other interested parties to promote training within their personnel.
Specifically, virtual education offers several advantages to those participating in the program. Not only does Virtual Campus provide high quality education at a low cost, it also allows students to take part at whatever time of day works best with their schedules. The program does not carry material costs, as all of its resources are available through the internet. What’s more, Virtual Campus eliminates geographic barriers and develops participants’ capacity to interact using Information and Communications Technologies.
Virtual Campus offers courses in Electronic Government, Cadastre and Capacity Strengthening. Current course offerings include Design and Implementation of Electronic Government Strategies, Management of Public Purchasing, Modernization of Land Registration Management, Integral Strategies of Municipal Tourism Management, and Access to Public Information: Legal Frameworks and Implementation in Latin American Countries.
