OAS EXAMINES UNITED NATIONS REPORT ON GLOBAL SECURITY

The Acting Secretary General of the Organization of American States (OAS), Luigi R. Einaudi, today reaffirmed the need to strengthen ties between regional organizations and the United Nations (UN), as proposed in a recent UN report on strengthening global security.

Einaudi spoke during a special session of the OAS Permanent Council, held to consider the recent publication of the report entitled “A more secure world: Our shared responsibility,” prepared by the UN High-level Panel on Threats, Challenges and Change. The group was created by UN Secretary General Kofi Annan and made up of 16 individuals from around the world who were not representing their governments.

Einaudi welcomed the report’s proposal that the UN work closely with regional organizations and build on their experience in developing frameworks that contribute to conflict prevention. In cases such as the situation in Haiti today, “it is clear that much better, more developed forms of cooperation are needed,” Einaudi said.

Enrique Iglesias, President of the Inter.-American Development Bank (IDB) and a member of the High-level Panel, and Stephen Stedman, Research Director for the High-level Panel’s Secretariat, summarized the highlights of the recent report for the representatives of the 34 OAS member states.

Iglesias underscored the gravity of the six major global threats: poverty; wars between countries; international terrorism; weapons of mass destruction; and transnational organized crime. He said these threats need to be confronted by all the states, particularly the most powerful. “Twenty countries represent 90% of the world’s economy, and they should support the rest of the nations,” he said.

Stedman, for his part, reiterated the report’s conclusions on the need for an international strategy against terrorism, adding that nothing justifies the use of violence against innocent persons. He said the report recommends creating the post of a second UN Deputy Secretary General, who would be responsible for peace and security issues.

During the Permanent Council session, chaired by Ambassador Aristides Royo of Panama, the ambassadors of the member states exchanged ideas about the report and about the role of the OAS in hemispheric security issues.
