CHILE ASSUMES CHAIRMANSHIP OF OAS PERMANENT COUNCIL

The Permanent representative of Chile to the Organization of American States (OAS), Ambassador Pedro Oyarce, assumed Tuesday the Chairmanship of the Permanent Council and committed himself to work during the following three months to strengthen regional multilateralism

The Chilean diplomat received the mallet from his predecessor, Ambassador Graeme Clark of Canada, and affirmed that during his tenure he will look to foster a greater dialogue between the governments of the Member States, the OAS authorities and the General Secretariat. “I believe that a legitimate and effective multilateralism entails daily support from what I call the capacity of initiative of the multilateral system” he said.

While assuming the high-level office, which he will hold during the next three months as Chair of the Permanent Council, Ambassador Oyarce stressed the work done by his predecessor, Ambassador Clark, and his qualities, such as his “sense of responsibility, evident in all his professional performance; his intuition and acute political judgment and his firm concern for efficacy.”

Referring to the challenges he will be facing during his term, the Chilean Ambassador reaffirmed his country’s commitment with multilateralism and with the Organization, and stated that his task “is to represent, to channel, and to find political consensus among the members of the main permanent political body of the hemisphere”. He added that “in these days it becomes even more important to achieve that convergence, to help the Organization achieve the political relevance that we all hope for”.

The ceremony, which took place at the OAS Headquarters in Washington D.C., was also attended by the OAS Secretary General, José Miguel Insulza; the Assistant Secretary General, Albert Ramdin, several representatives from Member States and staff members from the Permanent Missions and from the OAS General Secretariat. Ambassador Bayney R. Karran from Guyana became the new Vice Chair of the Permanent Council.

The Statutes of the Permanent Council provides that the Chairmanship shall be held by each of the principal representatives in turn, following the alphabetical order in Spanish of the names of their respective countries. The office of the Vice Chair is filled in the same way but following the reverse alphabetical order. Both offices are held during a three-month term.
