OAS Secretary General Presents Vision of General Assembly in Lima to Permanent Observers
May 20, 2010
The Secretary General of the Organization of American States (OAS), José Miguel Insulza, today presented to the Organization’s Permanent Observers his vision of the issues and results expected from the 40th OAS General Assembly to be held June 6 to 8, 2010, in Lima, Peru.
During his meeting with more than 20 delegates of observer countries, Secretary General Insulza said the Lima Declaration would include subjects “related to the promotion of peace, security and cooperation in the Americas, and the need to promote mutual trust-building measures.” He added that “other highly relevant issues in the region, such as crime, development, and drug trafficking also will be included in the debate.”
The Secretary General explained that Haiti will continue to be one of the Organization’s top priorities and that “this will surely be reflected in the declarations and dialogues to be held in Lima.” In this regard, he reiterated the Organization’s commitment to accompany the electoral process in said Caribbean country and other development initiatives that the OAS and the Pan-American Development Foundation (PADF) have been conducting for several months.
For his part, OAS Assistant Secretary General Albert Ramdin, also present at the meeting, said the “negotiation for the Declaration of Lima is progressing,” adding that “the political dynamic and priorities of the hemisphere will be reflected in the member states’ discussions in Lima.”
Currently, the OAS has 63 Permanent Observer countries and the European Union. The participation in the OAS of countries outside the hemisphere was instituted in 1971 through a General Assembly resolution. The support that those countries provided to OAS programs and activities in 2009 was about 20 million dollars. In the framework of the annual OAS General Assembly, the Permanent Observers hold a dialogue with the Heads of Delegation. In Lima said dialogue will take place on Sunday, June 6th.
Additional information about permanent observers and their role in the OAS is available here.
