PARAGUAY’S FOREIGN MINISTER RENEWS CALL FOR URGENT
ACTION ON HUNGER AND EXTREME POVERTY

  October 6, 2004

New political mobilization must be a critical part of any effort to effectively fight hunger and extreme poverty in the Americas, Paraguay’s Foreign Minister Leila Rachid de Cowles reiterated today, as she addressed the Organization of American States.

The Paraguayan Minister cited a Declaration that heads of state adopted at a summit on fighting hunger and poverty, held in New York this past September 20, and emphasized the need to tackle poverty and social injustice around the world as indispensable to the security and stability of all countries—developed and developing alike.

In her address to the OAS Permanent Council, Rachid also restated the call for “more evenhandedness in globalization.” She told the member state ambassadors this is key to delivering a better standard of living for citizens, and that globalization must be based on “shared, universal values and respect for human rights and human dignity.”

The Foreign Minister also urged the OAS to be more creative, imaginative and innovative in its involvement in efforts to prevent and confront tragedies such as the hurricane devastation that struck a number of member countries recently, observing that the organization should engage a new set of dynamics in order to change the harsh realities facing the hemisphere’s people. This would give citizens hardest hit by these scourges reason to defend the OAS as an organization that indeed serves people.

The Permanent Council’s Chairman, Ambassador Arístides Royo of Panama, welcomed the Paraguayan dignitary, noting her outstanding contribution to her country and to international diplomacy. Permanent Representatives from several member states added their own welcome and praise, underscoring the minister’s distinguished leadership in the Southern Common Market, known as MERCOSUR.
