OAS and Costa Rica Sign Agreement to Implement E-Government Strategies

The Organization of American States (OAS) and the Institute of Municipal Promotion and Advice (IFAM) of Costa Rica signed this week an agreement for the implementation of the e-Government Program MuNet (Efficient and Transparent Municipalities), in order to implement e-government strategies in 20 municipalities of the Central American country.
The agreement aims to strengthen the management of municipalities to make their institutions more transparent, effective and have more efficient mechanisms of citizen participation. The objectives of the agreement are: incorporate municipalities into the knowledge society, by consolidating stable and qualified teams responsible for the design and implementation of an e-government strategy; increase the level of efficiency with which municipalities operate, seizing the opportunities offered by information technology and communication (ICT); increase the level of transparency in municipal management; strengthening relations with citizens; and encourage citizen participation in public issues.
The signing took place during the First Municipal Meeting with the Economic and Social Development, organized by the IFAM in San Jose. The agreement was signed by the Executive President of IFAM, Karen Porras, and the OAS Representative in Costa Rica, Henry Jova.
The e-Government program MuNet is an initiative of the Department for Effective Public Management of the Secretariat for Political Affairs of the OAS, which aims to support municipalities in the adoption of ICT as a key tool in the design and implementation of public policies.
The MuNet Program was created in 2008, and so far has been implemented in more than 130 municipalities in eleven countries in the region, which has trained more than 550 mayors and more than 1,200 public officials.
