Secretary General’s Visit Underscores OAS Support for Ecuador’s Democratic System

Secretary General José Miguel Insulza, speaking Wednesday in Quito, Ecuador, renewed the Organization of American States’ (OAS) firm commitment to representative democracy, in keeping with the Inter-American Democratic Charter principles.

Following his meeting with Ecuador’s President, Alfredo Palacio, Insulza stated: “The OAS will as a matter of priority support initiatives to strengthen the bases of the democratic system, with special emphasis on the immediate establishment of an independent and impartial Supreme Court of Justice.”

During his July 26 to 28 visit, Mr. Insulza met with top Ecuadorian officials, announcing afterwards that he would soon appoint internationally renowned individuals to observe the process to select members of the Supreme Court. With regard to the Citizens Coordination System now underway, Insulza offered the Ecuadorian government whatever assistance it may need to identify and implement urgent state reforms through dialogue and national consensus. The OAS will also continue providing the Supreme Electoral Tribunal technical assistance for electoral processes and referenda it organizes and for initiatives related to electronic voting and voting abroad.

Insulza is visiting Ecuador on a mandate under OAS Permanent Council Resolution 883 of May 5, 2005, which instructed the Secretary General, “with the consent of the government of Ecuador, to make available the resources and experience of the OAS, and such assistance as Ecuador may request, in order to support the strengthening of democracy in that country.”
