Each year the OAS Secretary General publishes a proposed Program-Budget for the coming calendar year. The OAS General Assembly meets in a Special Session to approve the Program-Budget. Find these documents from 1998-2013 here.
Each year in April, the OAS Board of External Auditors publishes a report covering the previous calendar year’s financial results. Reports covering 1996-2016 may be found here.

SECRETARY GENERAL UNDERSCORES IMPORTANCE OF
IMPLEMENTING OAS ANTI-TERRORISM TREATY

Addressing senior counter-terrorism experts from member states, Organization of American States (OAS) Secretary General César Gaviriatoday stressed the importance of implementing the provisions of the Inter-American Convention against Terrorism, which entered into force this past July 10.
El Salvador’s Foreign Affairs Minister, María Eugenia Brizuela de Ávila, the CICTE Chair, presided at the two-day meeting of the Inter-American Committee against Terrorism (CICTE) national points of contact. The delegates considered a variety of issues, including CICTE’s work plan, terms of reference for the national points of contact in the OAS counter-terrorism strategy, and the use of the online database OLAT.
In his remarks to the closing session of the meeting, the Secretary General told the member state counter-terrorism officials that the policies as formulated should be general enough to be adapted to the needs and realities of each member country. The Secretary General also emphasized the importance of complying with the twelve United Nations (UN)conventions and protocols on terrorism and Resolution 1373 of the UN Security Council.
Mr. Gaviria said CICTE’s role should be to continue to guide, facilitate and coordinate hemispheric anti-terrorism efforts. He made mention of important legislative developments and best practices within such agencies as the Financial Action Task Force (FATF) and the Organization for Security and Cooperation in Europe, noting their usefulness to OAS member countries.
The Secretary General underscored as well the need for CICTE to collaborate closely with other OAS specialized agencies like the Inter-American Drug Abuse Control Commission (CICAD) for optimal comparative advantage and to avoid duplication of efforts.
