OAS DRUG CONTROL BODY AND SPANISH GOVERNMENT AGENCY
LAUNCHING IBERO-AMERICAN MASTER'S PROGRAM IN DRUG ADDICTION

The Inter-American Drug Abuse Control Commission (CICAD), an Organization of American States (OAS) agency, and the Spanish Government's Delegation for the National Drug Plan today signed an agreement with eight Spanish and Latin American universities to launch an online Ibero-American Master's Degree Program in Drug Addiction.

Speaking at the signing, OAS Secretary General César Gaviria said the first tangible product of this program will be experts who can formulate plans and policies to prevent and fight illegal drugs at the international, national and community levels. "This Master's program will undoubtedly help provide our countries with the human capital needed for the first line of action in drug demand-reduction," said Gaviria.

He described the involvement of eight universities as "a collaborative effort by civil society leaders on an education initiative to fight drugs and all their adverse consequences."

According to Gonzalo Robles, Delegate for the Spanish Government's National Drug Plan, the drug problem needs to be tackled from a global, integrated perspective that includes demand- reduction and supply control. "Well-trained professionals are crucial if the drug problem is to be confronted successfully and if this project is to benefit our countries as a whole."

The Ibero-American Master's program is aimed at promoting graduate studies to train top specialists and scholars to plan, execute and evaluate drug demand-reduction programs and strategies in Latin America.

Prevention, treatment, rehabilitation and re-incorporation into society, research and evaluation are among the primary areas of concentration. The initiative involves universities in Colombia, Costa Rica, Peru, Venezuela and Spain, and will be launched next October. Through its Inter-American Agency for Cooperation and Development (IACD), the OAS will provide 30 fellowships to pursue this program.
